The first thing we must realize is that the ISBN is not mandatory, and there is no requirement to apply for an ISBN or the legal deposit and to publish a book, as reflected in the Royal Decree of the Ministry of Culture 2.063/2.008 on ISBN, published in Official Gazette No. 10, dated 12 January 2009, in his "unique Repeal)".
Thus, NO need ISBN, including:
- Periodicals and magazines.
- Scores.
- Audio-visual products.
- Teaching materials for internal use in schools.
- Memoirs, by-laws of procedure and materials companies, institutions or associations.
- Temporary material such as catalogs, brochures, song books, price lists and advertising material.
- Posters (art prints).
- Calendars, diaries and calendars.
The International Standard Book Number (ISBN) is a 13-digit number that identifies a unique way each book or editorial product in the world. Was 1 January 2007 when the ISBN changed its format from 10 digits to 13 digits for:
- Increase the capacity of the ISBN system.
- To achieve total compatibility with the EAN ISBN-13, used for other products and other supply chains.
- Specify the metadata associated with the allocation of ISBN and method of their association.
- Decide if an ISBN is assigned to certain types of monographic publications (eg, digital publications, on-demand publishing, parts of monographs) and how it was done.
- Specify the authority can assign ISBN and administration of the ISBN system.
The 13 digits are divided into 5 parts of varying length and separated by hyphens. The function of these 5 parts are:
- Prefix, due to shortages in certain categories of ISBN since 2007 are prefixed with "978" which has allowed even the ISBN system with the system of UPC bar codes.
- Group or country identifier which identifies a national or geographic group of editors.
- Editor identifier that identifies a particular publisher and others.
- Title identifier which identifies a particular title or edition of a title.
- Check digit, which is the last and serves to validate the ISBN.
The purpose of ISBN is to identify one title or edition of a title from one specific publisher, so that the unique identification for a particular issue allows more efficient management to bookstores, libraries, universities, wholesalers and distributors.
ISBNs are assigned by national agencies worldwide coordinated by the International ISBN Agency in Berlin. In Spain, from 23 in December 2010, the management of the Spanish ISBN Agency has come to be assumed by the Federation of Publishers' Guilds of Spain, while ownership of the Agency continues to be exercised by the Ministry of Culture.
What about electronic books?
Electronic books also need an ISBN to enter the commercial circuit. This document clarifying some questions on the subject.
The ISBN Agency services are payable from December 12. The purpose of this fee is to cover the operating costs of the Agency, in the same way as it does in most European countries similar to ours.
In order to expedite the process of editors with the Agency and that this gain in efficiency over the year 2012 completely automate procedures. Since December last year, all authors, editors and their forms can be filled by eAccess. And as of April 1, 2012, the Agency will not accept paper forms data communication of the editors, and as of July 1, 2012, the Agency does not admit forms attached to email.

Once appointed the ISBN number requested, the Agency will incorporate the information provided in the application form to the database and communicate ISBN ISBN number assigned to the applicant.
